On December 2002 amendments to the SOLAS International treaty are adopted related to the special measures to increase the marine security and protection. These amendments are described in new chapter XI-2 of the Agreement which makes reference to the international Code for the protection of Ships and the Harbor Facilities (Code PBIP). The Government of Mexico makes the fulfillment of this Code mandatory for all the harbor terminals.
